I just inherited a Dell 8200, and have been experiencing similar hard drive failures. It seems to boot after I reseat the hard drive, although that doesn't always work. The drivers, utilities and applications CD that came with the computer will boot the 8200 in Win 98 mode and perform system diagnostics. When the hard drive continues to fail, I'll boot that CD and keep reseating the hard drive until the diagnostic software sees the hard drive is present(takes only a couple of times). Then exit out of the diagnostic software by power cycling off and then when I power it back up, the system boots normally. It's kind of a pain in the @ss but if you need to get back into your hard drive to retrieve an important file, it is worth it. I'm a little hesitant to invest too much money into this computer if it's going to continue to be buggy like this, so if anyone out there who has replaced their internal hard drive on an inspiron 8200, i'd greatly appreciate the feedback.
